摘 要:建立电力应急通信系统是一项保障电网运行质量和财产安全的战略性措施。卫星应急通信因其具有受地面灾害影响小、环境适应性强的优点,成为提高电力通信抗灾能力的重要手段。然而卫星通信网属于公共通信网,存在的安全风险很大。为保障电力调度数据网的安全,电力调度数据网接入卫星通信网时应采取安全防护措施,使潜在的安全风险降至最低。文章首先介绍了卫星应急通信的系统结构,分析其可能存在的安全风险,之后介绍了电力调度专网以自动切换方式与卫星通信网的互联方式,提出在这种互联方式下增强安全性能的解决方案。Power emergency communication system is a guarantee of quality and property safety of the power system.Owning to the advantages of hardly affected by ground disasters and strong environmental adaptability,satellite emergency communication system becomes an important part of power communication system.However,satellite communication networks are public information networks which are vulnerable to security risks.In order to protect the data security of power dispatching system,security measures must be adopted when power dispatching data network is connected with satellite communications network so as to minimize potential security risks.This article firstly introduces the configuration of the satellite emergency communications system,and analyses the potential security risks,then introduces the automatic switch interconnection mode between power dispatching network and satellite communication network.Finally,it proposes the solutions to enhance the safety performance under this structure.
