摘　　要：通过标准联盟创立技术标准正成为国际标准化领域的重要趋势,这在促进技术标准制定和产业化的同时,也带来了高额收费、垄断市场等一系列的问题。为此,分析了标准联盟的兴起背景、运行机制与技术标准的异化,以DVD标准收费事件为切入点,研究了标准联盟诱发技术垄断的机制。研究表明,标准联盟弱化了领先企业间的竞争行为,减少了产业技术选择的多样性,打压了标准联盟外企业的正常发展,标准联盟诱发的技术垄断正在成为一种新的垄断形式。Setting technical standards through standard alliances is an important trend of international standardization field.Standard alliances promote the standard-setting and industrialization,but they bring about some problems,such as high license fee,market monopoly and so on.Therefore,the rising background of standard alliance and its operating mechanism are analyzed,as well as the dissimilation of technical standards.Regarding the license fee involving DVD technical standards as the breakthrough point,the mechanism of technical monopoly induced by standard alliances is researched.It shows that standard alliances weaken the competition between leading enterprises,reduce the diversity of technical choice and suppress the normal development of the other enterprises.Technical monopoly induced by standard alliances is becoming a new form of monopoly.
