摘　　要：2007年国家出台了高校贫困生资助新的政策体系,加大了对贫困生资助力度。新政策体系的重点是要发挥资助资源的育人作用。地方高校相对于部委院校而言,资助资源有限。要使有限的资助资源发挥应有的作用,就必须构建新的资助模式。In 2007, the government issued new policies to aid college students with financial difficulties, which was supposed to support the students more effectively and focused on educating the person. Compared to the universities under ministries and commissions, Local colleges have less fund resources and therefore a new operational mode of aids need to be considered and established.
