摘　　要：城市低保工作面临着管理队伍建设难、低保对象收入核定难、流动低保户管理难的困境。解决城市低保管理工作的"三难",一要提高低保干部的道德修养,提升干部政策执行水平;二要建章立制以规范化管理保障政策执行能力;三要以科学的技术和办法保障动态管理。Urban lowest living security work is confronted with difficulties from administrative team, income ratification of families applying for the lowest living security and the management of mobile families that enjoy the security. To solve the difficulties, we should strengthen the moral culture of the personnel engaged in the work and raise their ability in implementing related policies, standardize the management by formulating rules and systems, and ensure dynamic management with scientific technologies and methods.
