监狱总体规划的问题与思路

摘　　要：以江苏省两所农村监狱为案例,从监狱职能回归、土地零散分布、规划缺位、资源利用率低等四个方面分析了当前监狱建设的主要特征与问题。从规模与用地、劳动改造方式转变、土地资源开发、与地方规划协调等四个方面对监狱总体发展规划的思路与方法进行了探讨。Taking two rural prisons in Jiangsu Province as examples,this paper points out contemporary features and issues in prison construction are functional reset of prison,scattered land distributing,absence of planning and inefficient resource utility.In addition,this paper further discusses thinking and ways of comprehensive prison planning from four aspects as follows： scale and land,transition of reform through labor,exploiting land resources and corresponding with local planning.
