公立医院药品加成政策实施效果的研究

摘　　要：文章侧重于从医院药品收支结余变化情况、医院经济补偿情况以及群众药品费用负担变化情况等方面,对2006年出台的"药品顺加不超过15%的加价率"政策进行了回顾分析,发现:实施该政策,减少了医院的医药收支结余;医院原本扭曲的经济补偿问题更加突出;同时,病人的药品费用负担水平没有下降。最后,文章就公立医院药品加成政策等,提出了对策建议,以期对当前公立医院改革试点提供借鉴。The policy of drugs pricing, ＂Drugs not more than 15% of the rate increase,＂ is implemented in 2006. It is worth examination and objective evaluation about the effect of the policy. The paper focused on the analysis of the balance changes of the drugs, the balance changes of the medical, the financial compensation of the hospital, and the changes of the cost of drugs of the masses. It is found that the implementation of the policy had reduced the balance in hospital medicine, hospital had distorted the situation even more prominent economic compensation, and the burden on the patients＇ drug costs had not declined. At last, the paper puts forward some suggestions on the economic management of the public hospitals for the government to provide reference for public hospital pilots.
