摘　　要：区域卫生规划全面实施多年,但中国的卫生资源配置的状况仍然没有明显的改善。区域卫生规划政策的低效的主要原因在于卫生资源配置的核心制度如卫生筹资机制等没有配套建立,旧的制度环境和既得利益者对新政策的抵制;规划政策的刚性和实施机制存在严重缺陷等。治理的根本在于建立配套的卫生资源配置的宏观政策和有力的执行机制。The full implementation of regional health plans for many years, but China＇s health situation of the allocation of resources has not been significantly improved. The main reason for inefficient allocation of health resources of regional health planning policy is the core of the system, such as health financing mechanisms, non-supporting the establishment of the old system, the environ-. ment and people with vested interests to resist the new policy; planning policies and implementation mechanisms of rigidity which exists serious flaws and so on. The fundamental governance is to establish the health resource allocation supporting and strong enforcement mechanisms.
