摘　　要：具体阐述了我国代建制的发展过程,从五个方面分析了实施"代建制"模式实践中存在的主要问题,最后,从五个方面提出了建立与完善代建制管理模式的具体对策。It describes in detail the developing process of agent construction system in our country,analyzes from five aspects the problems existing in the application of agent construction system,and proposes from five aspects the specific measures of establishing and perfecting the management mode of agent construction system.
