沿海发达地区特点及其腐败现象特征试析

摘　　要：沿海发达地区是我国经济发展和改革开放的龙头地区、中心区域,但是经济总量大、行政职级较高等特点很大程度上又造成这类地区成为我国腐败现象最密集发生的地带。沿海发达地区腐败现象有以下特征:腐败犯罪的官员行政职级较高,权力和权势较大;腐败犯罪的涉案金额总量特大,"天量型"腐败时有发生;涉外型腐败较多,不法活动的国际化和海外空间较大;腐败"期权化",收益方式活、时跨大;民众"默忍度"较高,官员腐败机会较大等。抓住这些特征,形成对沿海发达地区反腐斗争特殊规律的认识,才能有针对性地形成系统、高效的防腐治腐对策。Being the central and leading areas of our country＇s economic development in the reform and opening up, advanced coastal areas are characterized by huge economic aggregate and high-level administrative function, and consequently become the most seriously corrupted districts in our country. The characteristics of corruption phenomena in those areas are as follows： corrupt officials have high administrative ranks with more power and influence, thus corruption cases with ＂immense amount of money＂ involved are not uncommon, many of which feature foreign element and as a result offer more opportunities and overseas spaces for illegal activities. Some corruptions make short-term promises with flexible ways and time span for taking bribes, moreover, common people＇s strong tolerance incur more chances of corruption. We should take systematic and efficient measures based on a thorough understanding of the above characteristics to fight against corruption.
