落后地区地方政府行政成本支出绩效研究——基于天水市的分析

摘　　要：以天水市财政支出结构为依据,对天水市行政成本支出及其绩效进行实证分析得出天水市政府属于低成本-低绩效类型。低成本制约了政府绩效的提升,制度外成本和隐性成本增加了无效成本,政府转型和公民社会组织发展缓慢,制度性问题依然存在等问题,是导致落后地区地方政府行政成本支出绩效低下的主要成因。为此,落后地区地方政府必须适度增加行政成本;推行绩效管理;加快政府职能转变进程,提高政府能力,降低无效成本;发展第三部门,构建多元社会治理结构;不断完善与政府行政成本支出相关的制度,力求成为适度成本-高绩效政府。Based on finance expenditure structure of Tianshui city,to analyze Tianshui municipal government＇s relative administrative cost and its performance,it is concluded that the government is basically a low cost and low performance one.The constrained low-cost restricts the improvement of government performance,other cost and implicit cost increases idle cost,the development of government transformation and civil society organization is slow,and constitutional problems still exist.These factors are the primary reasons which lead to low performance of the government administrative cost control in underdeveloped areas.So the Tianshui municipal government must increase properly its administrative costs,implement performance management to improve government capacity and lower ineffective use of the cost,develop tertiary sector,construct multi-dimensional social governance structure,improve system on administrative cost control,and strive to become a government with modest cost plus high performance.
