摘　　要：保障公民权利是民主国家政府绩效的基本价值取向,政府绩效的高低影响公民权利的实现。我国政府为了更好地保障公民权利,就必须贯彻科学发展观、树立正确政绩观,以公民权保障为政府绩效评估的价值取向,建立科学的政府绩效评估体系,在政府绩效评估体系中增加和强调公民权保障的内容,实现政府绩效评估主体的多元化、强化公民参与,转变政府职能、切实履行政府保障公民权的职责,不断提高各级政府保障公民权利的水平。The basic value orientation of government performance adopted by democratic state is to protect the citizens＇ rights and the level of government performance affects the realization of the citizens＇ rights.In order to better protect the citizens＇ rights,our government should implement a scientific outlook on development;foster sound views on political achievement;take the protection of citizens＇ rights as the value orientation of government performance evaluation;institute scientific government performance evaluation system in which the protection of citizens＇ rights should be included and strengthened;realize the government performance evaluation from various sources,expanding citizens＇ participation;transform the government functions to exercise fully the function of government in protecting citizens＇ rights and raise its level of safeguarding citizens＇ rights.
