浅议“协同政府”视角下的社区警务室建设——对Z市J区S派出所A社区警务室的个案研究

摘　　要：随着公安派出所工作改革及社区警务战略的发展,社区警务室在基层公安工作开展中的重要性日益凸显。Z市J区S派出所A社区警务室创建的"一警为主,多警联动"模式,以多警种联席会议制度及绩效评估等主要制度为支撑,从决策统一、目标整合、组织整合及文化整合等方面与"协同政府"的跨部门合作、给予政府成员更多自主权、明确各主体的责任及决策参与的多元化的特点吻合。但当前社区警务室的建设与"协同政府"的改革要求还有一定差距,要严格制度管理,防止流于形式。With the development of reformation of the work of police substations and the strategy of Community Policing, Community Police Room plays a more and more important role in the enforcement of grass-roots policing work. The Community Police Room named as A located in J district, Z city sets up the pattern of ＂Community Police mainly, police classifications cooperation＂ with the support of the institutions of meeting of police classifications joint attending and performance evaluation. It matches the characters of the services across different departments, giving more autonomy to government＇s members, pinpointing the responsibility of subjects and diversification participation of making policy in terms of unifying the divisions, and uniting the goals, organizations and cultures. However, compared with the reformatory requests of ＂Joint-up Government＂, the construction of Community Police Room still has a long way to go, The government should strengthen management at the same time so as not to become a mere formality.
