阜新市低保对象变动难的原因及对策分析

摘　　要：针对城市低保制度的推进,应保尽保政策目标的实现,低保对象退出难问题,结合资源型城市经济转型试点城市——阜新市低保制度的实施现状进行调查,查找低保对象退出难的原因,提出了克服依赖心理,树立自立自强信念;修补制度漏洞,促进就业;完善部门协调机制,促各部门通力合作等对策建议。With the advancing of the lowest living security system in the city as well as the realization of the policy objective,it＇s becoming more difficult for low guarantor to quit the system. This paper combines with current situation of urban minimum subsistence in Fuxin, a resource--exhausted city and find out the reasons why low guarantors quit the system so hard. Low guarantor＇s dependence on lowest living security system, the flaw of urban lowest living security system and different organizations can＇t cooperate well. With respect to the above reasons, this paper puts forward such countermeasures and suggestions ：overcoming dependent psychology, establishing independence faith, repairing the holes of the system, improving employment, perfecting the coordination mechanism among all organs and enabling all organs to fully cooperate.
