摘　　要：政治权利的实现是其他权益得以保障的前提。非自治主体少数民族作为民族自治地方一个特殊的人群,在具体的政治参与活动中客观上处于与自治主体少数民族不平等的地位,代表性小、政治表达权和参与权缺失致使非自治主体少数民族在实际生活中远离了政治权力中心,在政府主导的利益分配体系和相关的公共政策中影响微弱。只有拥有了政治上的发言权,才能从根本上扭转非自治主体少数民族权益缺失的现状。The realization of political rights is a prerequisite for other rights and interests.Unlike the main autonomous objective minority, non-autonomous objective minority, as a special populations in minority autonomous areas, is in the unequal status in specific political participation activities.Representation of small, the right of political expression and participation of poor keep them away from the center of political power in real life. Their influence on public policy is weak in the government-oriented system and the distribution of benefits. Only with a political voice, can they fundamentally reverse the lack of rights.
