对我国药物经济学评价中贴现率选择问题的思考

摘　　要：贴现率的应然取值是我国药物经济学评价中一直悬而未决的问题。文中从社会贴现率的影响因素及其取值的客观要求、成本效益法的适用范围以及国外药物经济学评价中贴现率取值与其社会贴现率的关系等方面,分析、论述药物经济学评价中贴现率的取值与社会贴现率的关系,进而得出我国药物经济学评价中贴现率的应然取值为我国的社会贴现率8%。Nowadays,how to choose the reasonable theoretical discount rate in pharmacoeconomic evaluation in China is still unanswered.In this article,we described the impact factors of social discount rate,the objective requirements of its valuation,the applicable scope of cost-benefit analysis,and the relationship of discount rates used in pharmacoeconomic evaluation and their social discount rates in foreign counties.Based on these descriptions,we analyzed the relationship of discount rate in pharmacoeconomic evaluation and the social discount rate.Thus,we suggest that the discount rate used in pharmacoeconomic evaluation in China should be equal to its social discount rate 8%.
