基于公益性的我国公立医院运行机制分析

摘　　要：公立医院的改革试点及其医疗服务水平的提高,是当下我国医药卫生体制改革的重点之一,对于解决群众"看好病"的问题有着深远意义。从我国公立医院发展与运作的现状出发,剖析公立医院公益性淡化的各种因由;针对公立医院运行中存在的突出问题,提出基于公益性的公立医院运行机制分析框架;结合我国医药卫生事业改革工作的主要内容,以我国公立医院公益性为主旨,浅析医疗资源配置、医疗合理定价以及药品事业管理改革等相关重要问题。The pilot reform of the public hospitals and improvements of their medical service are the important issues of national medicines and health care reform in China at present.At the same time,they are of great significance to solve the people＇ s predicament of health care.The article seeks for the various reasons of weakening public-welfare of the public hospitals based on the status quo of their development and operation.And against the outstanding problems in the operations of the public hospitals,the analysis framework of the public hospitals＇ operation mechanism is provided based on the public-welfare.Combining with the main content of the present national medical and health care reform,for sake of the public hospitals＇ public-welfare,several relevant significant medical issues,such as medical resource distribution,reasonable medical price and medicine management reform,are analyzed.
