摘　　要：针对沿海热电厂的特点和优势,并将循环经济思想融入其中,设计出一套适合于热电企业的循环经济体制和支撑技术体系,并最终构建出当前循环经济实践的模式主要体现在3个层次上:微观企业层面的小循环、中观工业园区的中循环、宏观社会层面的大循环。Aiming at the unique features and advantages of coastal thermal power plants, a set of circular economic system with technological support for thermoelectric enterprises is designed with the practice of circular economy idea added into their running, and in the end the implementation of circular economy will be running from three levels of circulations：the low level based on enterprises, the medium level based on industrial parks, and the macroscopic level on the whole society.
