摘　　要：PART是美国联邦政府自2002年以来实行的对项目进行评估和分级的工具,是继克林顿政府之后绩效预算改革的又一标志性进展。本文在作者对前OMB高层官员访谈的基础上,结合相关文件与文献、参议院听证会证词等资料,详细介绍了这一工具的诞生、结构、运行及第一个评估周期的绩效,并对其典型特征进行了深入分析。PART is a kind of tool to assess and rate programs in Federal Government in the USA which was adopted in 2002, and is another signal improvement of performance budgeting reform since Clinton Administration. According to interviews of the author with former OMB senior officers and related documents, literals and testimony in Senate hearings, this paper introduces its birth, structure, operation and performance in the first cycle in detail, and gives in - depth analysis of its typical characteristics.
