国有大型企业廉政监管体系建设——基于中国海洋石油总公司的个案分析

摘　　要：国企监管是防止国有资产流失、确保国有资产保值增值、促进企业改革发展的有效途径。本文对中国海油总公司廉政监管体系建设的个案研究表明:将反腐倡廉制度建设导入战略规划,风险管理理念贯穿监管工作始终,决策权、执行权、监督权三权制衡,监管力量形成合力,是国企监管体系建设探索的有益经验,是实现有效监管的途径。Clean Regulation on State - owned enterprises is an effective way to prevent the loss of state assets, to ensure their value increase, and to promote enterprise reform and development. On the basis of introducing the independent clean regulation sys tem of China National Offshore Oil Corporation, the text suggests that leading anti - corruption institution into strategic planning, persisting risk management in regulation, keeping balance among decision - making, implementation and oversight powers, and putting regulatory forces into resultant force are very useful experiences in state -owned enterprise regulation.
