摘　　要：全球目前开展矿产地储备的国家不多,美国是开展矿产地储备比较成功的国家,在储备原则、对象、目的和管理部门等方面都有明确的规定。影响矿产地战略储备的因素主要有综合国力、资源秉赋、科技水平、国际政治和经济环境等。中国的短缺矿产资源尽量以矿产品储备为主,优势矿产资源尽量采取矿产地储备;矿产地储备的基本思路是优势矿产进行优质资源地储备,短缺矿产进行非优质矿产地储备,形成储量的矿产地储备规模依据模型确定。矿产地储备备选区主要有7类。储备矿种、规模和布局是矿产地储备方案中的3个关键因素。随着经济社会和资源形势的变化,三因素的选择和设计需要动态调整。There are few countries of mineral lands reserve in the world,United States has regulated the principles,objects,purposes and administers of mineral lands reserve,so as to be a successful country in mineral lands reserve in the world.The influencing factors of mineral lands reserve include comprehensive national power,mineral resources hosting pattern,science technology and the status of politic and economy of the world.It should reserve mineral products mainly for deficient resources and reserve mineral lands mainly for superior resources in China.The basic thoughts of mineral lands reserve in China is to reserve high-quality mineral lands for superior resources and reserve poor-quality mineral lands for deficient resources.The scale of mineral lands reserve is determined with the given model.The optional mineral reserve lands have seven types given in the paper.The variety,scale and distribution of mineral resources to reserve are the key components in the scheme of mineral land reserve.With the development of economic society and the change of mineral resources status,the scheme of variety,scale and distribution should be adjusted dynamically.
