摘　　要：基于网格化精细管理和图则编制有法可依的优势,进行了土地利用监管新方法的探索,包括网格划分原则、图则编制内容和表现形式的研究,制定了详细的土地利用规划网格化管制图则(图形与对应法则),探讨了网格化管理的新机制,并以上海市浦东新区临港新城为例进行了尝试,为土地利用规划网格化精细管理提供实施方案、数据保障和政策支持。Based on the advantages of the fine grid management and the preparation of map and plans for a legal basis, firstly the principle of the gridding, the content and forms of the preparation of map and plans are studied, and a detailed control plan of gridding land-use planning （graphics and the corresponding rule） is prepared, and grid management mechanism is explored. Secondly an example of Lingang New Town in Pudong New District is taken to demonstrate the new method for monitoring land use. By application of the new monitoring method, implementation plan, data protection and policy support for fine grid management can be provided.
