摘　　要：本文以中央与地方关系为视角研究了羁縻政策与民族区域自治制度之间的异同。在区分"羁縻制"与"羁縻政策"的基础上分析了羁縻政策与民族区域自治制度之间是否存在历史上的源流关系。虽然羁縻政策与民族区域自治制度不存在历史上直接的源流关系,但大一统的传统思想、解决多民族关系问题使二者有了一定的共同话语。From the perspective of the relationship between central and local governments,this paper studies the similarities and differences between Jimi policy and the system of regional autonomy. Based on the distinction between ＂Jimi system ＂ and ＂Jimi＂ policy,it studies whether there was a historical original relationship between Jimi policy and regional ethnic autonomy system. Although there was no direct historical original relationship between Jimi policy and ethnic regional autonomy system,the thought of unification and the solving the issue of multi-ethnic relations,became the common discourse.
