摘　　要：以上海浦东新区行政管理体制改革为研究视角,在阐析浦东开发开放20年来行政管理体制的沿革与发展现状、改革的主要特征和经验,以及当前存在主要问题的基础上,从加快政府职能转变,优化政府职能配置;创新行政运行机制,努力打造"整体性政府";加强制度建设,推进公共服务的制度创新;加快推进事业单位改革,进一步培育和发展社会组织等四个方面,提出进一步深化浦东新区行政管理体制改革的思路和对策。On the basis of administration system evolution and development status quo,the characteristics and experiences of reform,and main problems of Pudong＇s 20 year administrative reform,the paper gives some thoughts and countermeasures to deepen Pudong＇s administrative reform from four aspects,that is,quickening the transformation of governmental function to optimize the governmental function＇s collocation,innovating the administrative running mechanism to set up holistic government,enhancing the institution construction to advance the institution innovation of public services ,and quickening reform of institutional unit（Shiye unit）to cultivate and develop social organizations.
