摘　　要：在社会治理中有关政府应该扮演强势抑或弱势的角色并没有明确的定论。西方政府经历几十年的社会治理实践,因市场机制的成熟、公民社会的基础及第三部门的成长等诸多因素导致政府的形象由强趋弱,而席卷全球的金融危机正逼迫西方政府重新高调出发;与此同时社会治理正侵入市场化渐入佳境的中国,由城乡二元区隔形成的社区治理和乡村治理,虽然已分别享有法律赋予的自治权,但政府没有明显让渡的迹象。可以预见,随着国内公民意识的增强、民间组织的扩张,以及整体社会治理模式渐趋清晰,政府是否强势并不重要,治理能力上乘的政府才是社会真正的期待。It is undefined that government should play the role of strength or weakness in social governance. Apparently,west government has undergone decades of practice and its image has changed from strength to weakness because of the mature market mechanisms,the base of civil society and the growth of the third department. But the highly volatile international situation is leading west government＇s high starting again. Meanwhile,followed along with social governance intruding market-oriented China,although community governance and rural governance formed by the dual structure in urban and rural have enjoyed all the rights of the law,there is no sign of our government＇s exit. It＇s possible to know in advance that the public would rather look forward to government with super management capability than strong government in the state of high civic consciousness,the strong third department and the clear governance mode.
