摘　　要：建设社会主义新农村要求改革农村公共财政。描述了我国农村公共财政的现状和形成机制,探讨了在当前财政紧张的约束条件下,改革现行农村财政,构建合理的适应新农村建设要求的公共财政体系,实现城乡一体化发展的格局。To develop a new socialist countryside in rural areas requires reform of public finances.The article describes the rural public finance current situation and the mechanism of its formation,and discusses on reforming the current rural finance in the current financial constraints,building a reasonable public finance system to adapt to the new demands of the construction in rural areas,achieving the urban and rural integration development pattern.
