摘　　要：目的:分析国家实施农村特困人口医疗救助不同确定受益人群方法的公平性,提出适宜的确定方法。方法:采用问卷调查对重庆市2个区县的4个乡8个村医疗救助进行研究。结果:确定农村特困医疗救助受益人群有4种方法,而不同方法对医疗救助的公平性的影响各不相同,其中村民代表与村干部共同提出的受益人群的方法比较公平,也适宜农村地区。结论:确定农村特困人口医疗救助受益人群的方法必须保证公平,同时确定的方法又不能太复杂,适宜农村地区的具体情况。Objective To analyze the equity of the method to confirm the rural impoverished population for national medical aid, and obtain feasible measures. Methods The status of medical aid in 8 villages of 4 townships of 2 counties was surveyed with questionnaire. Results There had 4 methods to confirm the beneficial group. Each method had different influence on the equity of medical aid. Among which, method of beneficial group recommended by villager representatives and village cadres was relatively equitable and suitable for rural areas. Conclusion The method to confirm the beneficial group must be equitable, and it should not be too complicated to be fit for the practical situations of the rural regions.
