摘　　要：针对"国防交通工程设施改变用途或作报废处理"和"占用国防交通控制用地"两个行政许可项目,分析了当前交通战备行政许可的现状与存在问题,如交通战备机构编制体制不够完善、工作机制不够健全、行政许可效率低下、许可权限不明、许可程序不清、省级及其以下交通战备主管机构行政许可功能有限等。在此基础上,对加强交通战备行政许可工作提出了较为可行的对策与建议,如进一步开展有关行政许可法规知识学习和研究,积极探讨、研究和解决行政许可法规实施过程中遇到的新情况、新问题,健全体制编制、完善工作运行机制,促进交通战备行政许可工作健康与协调发展。With the two administrative permission projects as practical examples,namely,＂the permission of changing the use of or disusing transportation engineering facilities＂ and the permission of ＂the occupation of the land controlled by traffic for national defense＂,in the paper analyzed are the status quo of and the problems existing in the present traffic administrative permission for national defense,such as the imperfection of the organization and system of the administrative bodies of traffic for national defense,the incompleteness of the working mechanism,the low efficiency of the administrative permission,the obscurities in the division of the administrative approving power,the obscure procedures of administrative approval,the limitation of the administrative approving power of the responsible organs at the provincial level and under it,etc.,upon the basis of which some feasible suggestions to strengthen the traffic war-preparedness administrative permission,such as further studying the administrative permission statute,investigating and settling new problems in implementing the administrative permission statute,completing the system and organization,and perfecting the working mechanism,so as to push forward the administrative permission work in a healthy and harmonious way.
