青藏铁路应急交通保障的制约因素及对策

摘　　要：在分析青藏铁路应急交通保障能力制约因素的基础上,研究提出了加快铁路军运基础设施建设步伐、抓好保障体系的完善工作、加强军交运输保障队伍建设、制定完善应急保障预案、提高交通保障快速反应能力等方面的对策建议,为提升青藏铁路交通应急保障能力提供参考。Upon the basis of analyzing the constraints of the Qinghai-Tibet Railway to the emergency transportation support capacity,in the paper put forward are some proposals and countermeasures to enhance the emergency transportation support capacity of the Qinghai-Tibet Railway,namely,stepping up the building of the railway military transportation infrastructure,completing the support system,strengthening the construction of military transportation support forces,drafting and perfecting contingency support plans,and improving the quick reaction capability in traffic support.The paper may serve as a useful reference for promoting the emergency transportation support capacity of the Qinghai-Tibet Railway.
