近现代我国中央与地方两级政府举办高等教育初探

摘　　要：我国近现代高等教育发展是政府主导的结果,但在不同时期,中央与地方政府在高等教育发展中扮演着不同的角色。文章首先考察了不同时期中央与地方政府在举办高等教育方面的作用;分析了中央、地方政府与近现代高等教育发展的关系特征;并就当前我国高等教育分级办学、调动不同层级政府办学积极性提出了若干建议。The government had played a key role in the development of modern higher education in China,but the central government and local authorities acted differently in the development of modern higher education in diverse periods. This paper firstly reviewed the role of the central government and local authorities from the late Qing dynasty to the Republic of China in the development of modern higher education; then an analysis was made of features of the relations between the central government,local authirities and the development of higher education. Finally,some suggestions have been advanced for developing higher education in China.
