论基于救助的汉代社会保障

摘　　要：国家统一和经济发展为汉代社会保障的实施提供了条件。谋求国家长治久安、防灾救灾、缓解社会矛盾,是汉代社会保障发展的原因。以灾害救助为主体的汉代社会保障内容丰富,措施多样,作为现代社会保障重要内容的灾害救助、社会救济、社会福利、优待抚恤等社会保障形态在汉代都已经出现。汉代社会保障化解生存危机、社会稳定的功能与现在的社会保障一脉相承,其实质是为统治阶级服务,具有鲜明的阶级性和等级性。In the Han Dynasty,unity of the whole country and development of economic provided the conditions for implementation of social security. For national long-term stability,disaster prevention and relief,to alleviate social contradictions,was the reason for development of social security in the Han Dynasty. Social security in the Han Dynasty which based on disaster relief had rich content and diverse measures. Disaster relief,social relief,social welfare,preferential allowances and other forms of social security,which are the important parts of modern social security,all emerged during the Han Dynasty. Essence of the Han Dynasty social security was to serve the ruling class,with a distinct class character and hierarchical,and it had the same functions in resolving the crisis of existence and social stability with modern society.
