摘 要:受全球金融危机的影响,我国一批劳动密集型企业受到剧烈冲击,许多农民工失去工作岗位,选择"回乡"务农或"留城"继续寻找工作。在此背景下,本文首先分析农民工的产生及其就业与"失业"特点;然后从人口流动模型提出农民工再就业培训的理论依据,认为短期可以缓解农民工就业困境,中期可以保证农村剩余劳动力的顺利转移和经济发展方式的转变,长期可以实现经济结构的转化;最后提出农民工再就业培训的实践问题和相关政策建议。A number of labor-intensive enterprises suffered the severe Impact as the lntluence ot International financial crisis grew, so a great many migrant workers employed by them were affected to be job los- ers, facing the choice between returning home and staying in the city. Under this background, this paper firstly makes an analysis of the formation of migrant workers as well as their employment and "unemploy- ment" features. Then the paper utilizes the migration model to make a theoretical foundation of migrant workers' reemployment training, with which the paper considers the training directed towards the reem- ployment of migrant workers as a solution of relieving the migrant workers employment pressure in the short term, guaranteeing surplus rural labor force to migrate smoothly and the economic development pat- tern to be transformed in the medium term, and achieving the transformation of economic structure in the long term. At last, the paper brings forth several practical problems during the migrant workers' reemployment training and correlative policy suggestions to deal with them.
