摘　　要：本文通过分析社区卫生服务药品管理政策实施过程中涉及的利益相关者(集团),研究和讨论各利益相关者(集团)的角色、优势和劣势、实施意愿、实施能力及对策,总结和归纳社区卫生服务机构药品政策实施过程中存在的问题,并提出当前需要合理确定和应用基本药物目录,制定和落实有效的补偿政策,同时提高企业生产基本药品的积极性,加强宣传以提高居民对药品管理政策的认识。Through analysis on policy implementation of pharmaceutical management in community health service,the paper analyzed stakeholders in the process of policy implementation,and researched on their interest,strength and weakness,willingness and strategies and put forward some policy recommendations.The paper put forward that： 1） it is not time yet for community health service facilities to limit on essential drugs;2） to effectively implement drug policies need matched compensation policies,as well with support from related measures,such as revenues and expenditure management policy and medical insurance system;3） it is important to popularize the policy among communities and residents as well and strengthen the interest of the prarmaceutical industry.
