分权制衡取向的村务监督委员会制度创新——浙江省武义县后陈村的调查与思考

摘　　要：后陈村首创的村务监督委员会制度,作为一项以分权制衡为取向的村级民主监督制度改革,实现了村级权力组织的重构和村级民主监督的创新。村务监督委员会制度的实施,有力地促进了村庄治理的良政化和社区的和谐发展,呈现出明显的治理绩效,但也存在着监督制度不完善、监督工作越位和缺位、监督参与广度不足等问题,需要借助进一步的创新推动民主监督的发展。As a village-level democratic supervision system with the orientation of separation of powers, the village affairs supervisory committee system initiated by Houehen Village has realized the reconstruction of village-level organizations and the innovation of village-level democratic supervision. The implementation of system has effectively promoted the village governance and the harmonious development of the community, showing a clear governance performance. But there are also some problems in the system, such as the imperfection of the supervision system, the offside and absence of supervision, and the inadequate breadth of participation. Thus, further innovation is needed to enhance the development of the democratic supervision.
