黑龙江垦区相互制农业保险模式分析

摘　　要：黑龙江垦区相互制农业保险模式是中国农业保险的新生事物。该模式自运行以来,实现了管理体制和经营体制的创新,在规范管理制度、强化公共服务职能等方面取得了显著成效。但是,该模式的运行也存在着法律制度保障缺失、经营组织形式单一、服务对象参保积极性不高等问题。完善相互制农业保险模式的对策选择,应从农业保险的立法路径、政府责任、垦区在农业保险发展中主导作用的发挥、商业保险机构拓展、农业保险业务、配套产业政策支持等环节入手,从而促进中国农业保险又好又快发展。The agricultural mutual insurance mode in the reclaimed lands of Heilongjiang newly emerged in China＇ s agricultural insurance. Since its introduction the mode has represented an innovation of management and operation and significant advancements have been made with regard to regulation of management system and enhancement of public service functions. However, there are weaknesses, such as lack of legal system guarantee, single operational organization, less enthusiastic participation into insurance system, etc. The paper raised the following measures： making laws in agricultural insurance and clarifying roles of government to bring into full play the leading role of reclaimed lands in the agricultural insurance, extending agricultural business among commercial insurance institutions, and issuing industrial supported policies. Through the measures of these links, China＇ s agricultural insurance can progress quickly and soundly.
