摘　　要：我国图书馆现行管理体制表现为各自为政、条块分割、多元领导。这种管理体制严重影响了图书馆信息资源共知、共建与共享工作的开展。为了实现《图书馆服务宣言》中提出的对社会普遍开放、平等服务、以人为本、信息资源共建共享、努力促进全民阅读等目标,就必须对现行的图书馆管理体制进行改革——合并三大系统图书馆,成立"公共知识中心",以整合文献资源、促进全社会信息资源的有效利用。The current Chinese library management system possesses the following characteristic： separate management by different sections and multi-leadership,which does a lot of harm to the development of information co-recognizing,co-construction and sharing.Therefore,the current Chinese library management system reform must be carried out to realize the objective of Library Service Declaration and to integrate literature resources for the whole society to have access to.
