摘　　要：制度问题一直是人类社会发展的根本性问题,并且,在社会制度体系中,政府制度尤其重要。作为规制政府的重要理论,宪政理论在世界范围内得到了普及并产生了深远影响。该理论为人类通过法律制约和控制政府权力提供了理论支持。各国多年的政府实践已经证明了宪政理论的有效性和可行性。在从古典到现代的历史蜕变过程中,宪政理论为政府制度的现代化进程不断地提供智力支持和理论指导。System has been the fundamental issue during the development of human society,among which the government system has priority to other aspects.As an important theory to regulate government,the constitutionalism theory has been popular all over the world and formed a profound impact.The theory provides a theoretical support for people to supervise and restrict the government power by law.Years′ implement in various countries has proved that the constitutionalism theory has its effectiveness and feasibility.In its evolution from classical stage to modern stage,the constitutionalism theory constantly provide an intellectual support and theoretical guidance for the modernization of government system.
