摘 要:回顾了新中国成立以来我国公立医院改革与发展的历程和近期我国公立医院改革的主要进展,分析了我国公立医院改革面临的问题与挑战,指出当前在推进公立医院改革中,各级政府及政府不同部门的协调配合是改革能否成功的关键,科学制订区域卫生规划,优化公立医院结构布局是改革的基础,明确政府职责,改革管理体制是公立医院改革的重要保障,补偿机制改革是公立医院改革的重点和难点,推进多元化办医格局形成是市场配置资源的基本要求,治理机制和内部运行机制改革是确保改革成功的重要内容,调动医务人员的积极性是公立医院改革的重要条件。要加强医疗服务质量和流程管理,方便患者就医,构建和谐医患关系,为公立医院改革创造良好的内部环境,医院管理工作者应坚持实事求是的原则,积极投身公立医院改革实践。The historical of public hospital reform and development in China and the current progress of public hospital reform are reviewed. The problems and challenges of public hospital reform in China are analyzed. The inter-governmental coordination is the key factor for successful implementing public hospital reform. Scientifically design regional health plan and optimize public hospital allocation is the basis for public hospital reform. Definite government responsibility and reform hospital management system is the important security of hospital reform. Hospital compensation mechanism reform is the key point and difficulty of hospital reform. Diversified hospital ownerships are the basic condition for market-oriented health resources allocation. Hospital governance mechanism and internal operation mechanism is the important content of hospital reform. Maintain hospital staff's enthusiasm is the important condition of hospital reform. Strengthening hospital quality management and process management can facilitate patient visit and build harmonious hospital patient relationship and good environment for public hospital reform. Hospital managers should insist of the principle of seeking truth from fact and actively attend in public hospital reform.
