摘  要:1998年洪水,长江中下游堤防出现较大险情1700多处,沿江各地军民严防死守,确保了长江干堤、武汉市等重点城市、重要交通干线和广大人民群众生命财产安全,也说明了堤防建设的成就。对长江干堤及有关圩堤等5处险情的抢护和6处溃口实例分析,为今后防汛抢险提供了借鉴。建议:①堤防建设要先除险加固,然后逐步达标;②加大堤防工程投资力度;③加强堤防建设质量管理;④分级管理各级堤防;⑤进一步采用新技术,以科技手段提高堤防防御洪水的标准。During flood period in 1998, there were more than 1700 emergency events occurred on the dykes of the middle and lower reaches of the Yangtze river. With great effort to fight the flood, the Chinese Peoples Liberation Army (PLA) and riparian civilians have successfully protected the main dykes of the Yangtze, major cities such as Wuhan etc., important main lines of communication and peoples lives and properties. The success of the flood fighting also demonstrates the achievements of dyke construction. Through the analysis of urgent treatment to 5 emergency events and 6 dyke breach cases on the main stem dykes as well as related polder dykes, the obtained experiences of flood control and emergency event treatment are referable in the future. The suggestions about dyke reconstruction are as follows: ① the hidden dyke defects should be removed and rehabilitated at first, then the dykes be strengthened step by step to required standard; ② increasing dyke reconstruction investment; ③ strengthening the management of quality control of dyke reconstruction; ④ the dykes in different levels should be managed by governments in different levels; ⑤ further introducing new technology and depending on scientific means to raise the flood prevention standard of the dykes.
