摘　　要：概括我国高校人文社科外文图书保障体系建设基本现状,对比国内外高校图书馆对1950-2007年出版的人文社科外文图书收藏,分析我国高校人文社科外文图书保障体系建设存在的主要问题,从文科专款经费整体调控、外文图书统筹建设和回溯补藏、小语种图书建设等方面提出外文图书保障体系建设对策。The paper describes the situation of guarantee system construction of foreign books for social sciences and humanities in the universifies in China, compares the collection of foreign books in the university libraries in China and overseas published between 1950 and 2007, analyzes the existing problems of guarantee system construction of foreign books for social sciences and humanities in the universities in China, and then puts forward countenneasures to guarantee system construction of foreign books from the aspects of arts special fund regulation, coordination construction and lack collection development of foreign books, and not - universal language books collection development.
