摘　　要：在对图书馆核心价值的概念表述上,知识自由最具综合性与统摄性,以知识自由为逻辑起点可以演绎出其他核心价值的意义。因此,知识自由在图书馆核心价值体系中具有基础性地位与作用,是普世的图书馆核心价值。图书馆是民主政府为保障公民的知识权利而提供的制度安排,所以维护公民的知识自由权利不仅是图书馆应有的义务,同时也是政府须尽的责任。The intellectual freedom has synthesis and exercise control in the concept expression of the library core value, and develops the significance of other core values. Therefore, the intellectual freedom is the universal library core value, and plays the basic role in the library core value system. The library is the institution provided by the democratic society for protecting the citizen＇ s intellectual rights. So protecting the intellectual freedom is not only the obligations of libraries, but also the responsibilities of the government.
