大国民主的成长:基于中国经验的阐释

摘　　要：面对一个民主传统薄弱的超大规模社会,中国的民主政治建设必须跨越多重障碍,化解多重困境。60多年来,新中国在民主的价值理念、制度建设、实现形式和公民权利保障方面均取得了斐然的历史性成就,初步形成了具有广泛国际影响的"中国式民主"模式。大国民主建设的中国经验集中体现为:执政党和国家一直试图找到一种比较安全的民主发展模式,这种模式对现行政治体制的冲击最小,并且能够顺应民主化的历史潮流和基本满足民众的政治参与需求,在一定程度上能够通过民主制度建设来化解各种社会治理危机。通过优化政府治理来实现中国政治的有效性,在发展渐进民主中增进中国政治的合法性,寻求治理与民主的有效均衡是中国经验的核心要素。而继续坚持增量推进、稳妥发展民主政治的既定方针,在重点领域取得质的突破,激活中国式民主可持续协调发展的动力系统,实现民主诸领域的均衡与健康发展,是中国民主政治建设下一阶段的重大使命。Chinese democratic construction must transcend the multi-fold barriers and reduce multi-fold dilemmas in a very large-scale society based on weakly democratic tradition.In PRC,our state have performed great historic feats on the democratic ideas,institutional construction,effective forms and civic right protection since 1949.The so-called ＂Chinese-Style Democracy＂ has aroused extensive concern in the international communities.It is the core element of Chinese experience that CPC and government have enhanced validity by improving state govenance and strengthened political legitimacy by developing incremental democracy.Then,it is important mission that CPC and government continually persist in the guildline of incremental advancement and safe improvement and activate the dynamical system of sustainable and concordant development on the next step of Chinese democratic construction.
