“普选”目标下香港行政主导体制的发展分析

摘　　要：尽管基本法条文中没有"行政主导"的明确文字,但学界和官方普遍认同香港特区的政治体制体现了"行政主导"原则。随着香港政制朝着普选目标的迈进,特区行政与立法之间摩擦不断,行政主导体制受到极大挑战,如何理顺香港特区行政与立法之间的关系,提高行政主导型政制的质量,是特区政制发展中亟待解决的一个关键问题。Although there is no clear definition of the political system in Hongkong as an ＂executive-led＂ one in the Basic Law,both the academia and government officials agree that the political system of Hongkong is of executive-led nature.As ＂general election＂ approaches,the SAR government of Hongkong begins to have more frictions whit its legislature,and the executive-led administrative system are facing greater challenges.For this reason,it is critical for the Hongkong SAR government to get along with the legislature and improve its ＂executive-led＂ administration.
