摘 要:减排问题已成为我国亟需解决的重要任务之一。从我国实际情况出发,考虑各区域由于各种因素而造成的环境减排任务和减排成本的差异性,提出了一种考虑环境约束的区域间发电经济功率的互换模型。该模型融入了环境约束,对输电成本和输电线路约束进行分析,并给出了如何确定最优互换组合的依据。运用GAMS软件进行模拟分析,发现区域间的经济功率互换能在最大程度上发挥区域间的优势互补,实现经济调度成本最小化,而这需要有一个完善的输电系统和输电电价体系作保障。At present, pollutant emission reduction becomes one of the vital problems to be urgently solved in China. In view of actual condition in China and considering the differences among pollutant emission reduction tasks and corresponding costs in different regions due to various impacting factors, an exchange model for inter-regional exchange of economic generation power, in which the environmental constraints are taken into account, is proposed. Integrating environmental constraints, the power transmission cost and constraints of transmission line are analyzed and the foundation of how to determine optimal exchange combination is given. The general algebraic modeling system (GAMS) is utilized in the simulation analysis and it is found that the inter-regional exchange of economic power can compliment inter-regional superiority to the full extent and the cost of economic dispatching can be minimized. However, as an ensurance, firm transmission system and a rational pricing mechanism for power transmission are needed.
