对铁路铺架机组过轨运输中存在问题的思考

摘　　要：研究目的:铁路铺架机组是铁路新线建设的主要装备。我国行政许可制度实施后,铺架机组在维修和运输上存在诸多困难,无法转场运输,直接影响铁路建设的正常进行。本文针对这一问题进行分析,并提出相关解决的意见和建议。研究结论:该问题涉及设备使用企业和政府管理部门,难以在短期内解决。因此,不仅需要施工企业自身加强设备管理和技术储备工作,同时主管部门应充分考虑铺架设备的实际情况,通过与施工单位一起完善技术管理、审批程序和管理机制创新来解决问题。Research purposes： The track laying and girder-erecting machine is the main equipment for railway construction.But after implement of the Administrative License Law of the People＇s Republic of China,it is difficult to interpenetratively deliver the track laying and girder-erecting machine,resulting in no way to deliver the machine from one site to another and direct impacting the railway construction.In this paper,the analysis is made for this problem and some suggestions and advices are put forward on solving this problem.Research conclusions：To solve this problem involves the MOR and the construction enterprise,so it is difficult to solve it in short time.For resolving this problem,on one hand,the user of the machine should strengthen the equipment management and maintenance management,on the other hand,the MOR should improve the technical management,the approval process and management system along with the user to solve this problem on fully consideration to the true application situation of the machine.
