摘　　要：建设服务型和回应型政府是新农村建设中政府再造的重要价值取向,传统政府管理体制、政府行政人员的自利倾向以及政府行政成本软约束制约了政府在新农村建设过程中作用的发挥。社会主义新农村建设中的政府再造需要重组政府行政流程、创新行政管理机制、建设符合新农村建设的积极行政文化。Building the service-oriented and responsive government is the main value orientation of reengineering government in the process of construction of the New Countryside,but traditional government administrative management,official self-interest and soft constraints of administrative cost have restricted the effects of government,so reengineering government should reorganize the governmental process,innovate government administrative management and construct positive administrative culture.
