摘　　要：本文采用基于面向服务的体系结构(SOA),设计了水利防御平台框架模型。描述了构建的系统结构、服务组件提取和封装、海量数据多级存储模式,运用开放的Web Services技术较好地解决了目前存在的传统GIS系统异构兼容性差、数据多源共享、海量数据存取等问题,并进行了系统实现。In this paper, a framework model of water defense platform, which is based on service-oriented system architecture （SOA）, is designed. We have described the construction system architecture, extraction and packaging of service components and multi-stage mass data storage patterns. Through the use of open Web Services technology, it has solved the problems such as existing traditional heterogeneous GIS system poor compatibiiity, multi-source data sharing and mass data access problem and so on, and has carried on the system realization.
