摘　　要：构建了一个基于二维框架的整合模型,以助于对科技创新管理的公共治理研究和实践提供系统的框架。维度之一源自公共治理视角,根据公共治理的要义罗列;维度之二源自科技创新管理视角,根据科技创新管理的内容罗列。在此整合的二维框架模型中,用公共治理视角的4个要素,即治理主体、治理工具、治理结构和治理机制,分别考察科技创新管理的各个阶段和环节。基于二维整合框架模型,可以挖掘一系列基于公共治理的科技创新管理重要研究课题。Science and Technology Innovation （STI） is the key determinant of a country＇s sustainable development. As more and more attention is paid to STI around the world, the STI management becomes the central issue. The theory of Public governance （PG） is the new frontier of public management. It can overcome the failure of government and market. How to apply the PG theories into STI management？ How to enrich the PG theories by research on STI governance？ This paper constructed an integrated framework based on two dimensions. This framework conduces to study and practice of STI governance. The first dimension of the framework is from the perspective of PG, the second dimension is from the perspective of STI management. This integrated framework can investigate each phase of STI management detailed by using PG theory mainly about actors, tools, structures and mechanisms of governance. Based on this framework, a series of research topics about STI management and PG can be brought out.
