摘 要:实施全员聘用合同制的工作思路:①在聘用合同制实施前基础配套工作必须先行:要有一套健全的规章制度;要有一套完善的人员考评制度。②建立起符合医院要求的聘用方案:制定好聘用合同方案;制定好上岗合同方案。③建立起新的人事管理体制:健全技术工人等级制;健全岗位设置,形成因岗设人的管理体制;建立干部竟聘上岗制度;建立起单位自主用人,职工自主择业的机制。④推行聘用合同制要注意工作方法:将思想工作贯串于改革全过程;召开职工代表大会认可;人事工作必须从“人治”向“法治”转变。The system of the staff employ contract (SEC)in the hospital should be initiated with the following conditions:①Rules and regulations as well as a routine check on staff members should be set up before starting the system.②The scheme of employ contract should be make out based on the requirement of the hospital,i.e.the contract should be pertinent and practical for the staff members on their posts.③A new system of staff administration should be set up to grade the workers by technology,to assign staff to a job according to the needs, to select cadres through equal competition. The hospital authority should have the right to employ staff members while the staff members have the right to make a choice for their job.④The system of SEC must be handled with care:At rifst,the ideological work must be insisted upon through out the whole course of the reform. A proposal of the system should be submitted to the conference of staff representative meeting to approve. The system should be transformed from“personal control”to“ruled by law”.
