法国与德国国有企业改革比较研究

摘　　要：20世纪70年代中后期,西方社会发生了比较严重的经济危机,随之各个国家出现了财政危机、管理危机和信任危机,民众强烈要求政府进行改革。鉴于出现的情况,西方许多发达国家相续进行了大规模的行政改革,法国和德国也不例外。法国和德国的行政改革具有可比性,2国都是渐进性行政改革的代表,都受到经济危机、财政危机和信任危机的影响,并且都是以新公共管理理论为改革的理论基础,强调用企业家的精神改造公共组织,最后2国的改革都取得了一定的成效。2国的国有企业改革虽然在改革的背景动因、理论基础、内容和成效方面有相同之处,但也存在很大的差异。通过对法国和德国国有企业改革的比较,从中得出国有企业改革的经验,从而指导我国的国有企业改革。More serious economic crisis happened in western countries in the middle and latter of the 1970s,and then financial crisis,management crisis and confidence crisis happened in every country,the pubic strongly urged the government to reform.Large-scale administrative reforms were successively carried out in many western countries according to the situation;of course,France and Germany are no exception.Administrative reforms in France and Germany are comparable,because both countries are the representatives of the progressive administrative reform and are affected by the economic crisis,financial crisis and confidence crisis, and the Theory of New Public Administration is used as the theoretical basis in both countries;both countries stressed that public organizations were transformed with entrepreneurial spirit,and the reforms of the two countries made certain achievements.Although the background,the motivation,the theoretical basis, the content and the effectiveness of the reforms of the state-owned enterprises in the two countries were similar,there were many differences.The experiences of the state-owned enterprise reform are drawn and are used for guiding the state-owned enterprise reform in our country through the comparison of the state-owned enterprise reforms in France and Germany.
