非政府组织参与群体性事件治理初探

摘　　要：单一依靠政府治理群体性事件存在信息失灵、举措失当、缺乏长效机制等缺陷,而非政府组织的参与可在一定程度上弥补政府治理的不足,有助于促成政府、非政府组织以及民众之间的良性互动与合作,对实现群体性事件的善治及政治稳定、社会和谐意义深远。具体而言,非政府组织参与群体性事件治理可发挥信息收集与传递、沟通与协商、社会服务与监督、宣传教育等功能;同时,其在参与过程中应坚持沟通合作、独立自主、依法和有序参与等原则,勇于担当责任,坚持"有所为有所不为",努力提升社会公信力,并树立长远目标。The introduction of non-governmental organizations（NGOs） into the governance of mass disturbance can to some extent compensate serious flaws,for example,information failure,inappropriate measures and so on,resulting from just relying on governments＇ actions.NGOs＇ participation can bring positive interaction and cooperation among governments,NGOs and people,and it is of significance for the good governance of mass disturbance,political stability and social harmony.Virtually,NGOs can fulfill its functions,for example,information collection and transmission,communication and negotiation,social services and supervision,advocacy and education.At the same time,NGOs should insist on communication and cooperation,independence,abiding by laws and orderly participation and other principles in the process of mass disturbance governance,and should take responsibilities bravely,know what to do and what not to do,to increase public trust and establish long-term goals.
